The following guidelines are referenced from the International Building Code (IBC):

  1. Permits: Any owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolished, or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace any system, the installation of which is regulated by this code, or to cause any such work to be done, shall first make application to the Building Inspector and obtain the required permit (IBC 105.1).
  2. Inspections: Construction or work for which a permit is required shall be subject to inspection by the Building Inspector and such construction or work shall remain accessible and exposed for inspection purpose until approved (IBC 110.1).
  3. Certificate of Occupancy: A building or structure shall not be used or occupied, and a change of occupancy of a building or structure or portion thereof shall not be made, until the building official has issued a certificate of occupancy therefore as provided herein. Issuance of a certificate of occupancy shall not be construed as an approval of a violation of the provisions of this code or of other ordinances of the jurisdiction. (IBC 111.1).
