Local Emergency Planning Committee (LEPC)
As directed by NDCC 37-17.1-07.1, Morton County has an appointed Local Emergency Planning Committee (LEPC) consisting of membership from a cross-section of the community it serves. The LEPC meets semi-annually (spring and fall) to oversee and maintain hazardous chemicals and emergency response plans and coordinate training, exercise and equipment needs for maximum preparedness.
The Morton County LEPC publishes the Public Notice indicated below in accordance with Section 324 of the Superfund Amendment and Re-authorization Act (SARA Title III) of 1986. Title III of the SARA is the Emergency Planning and Community Right-to-Know Act (EPCRA). EPCRA establishes reporting, planning and emergency notification requirements to help business, industry and government reduce the danger that hazardous and toxic chemicals pose to the public. This is done by requiring reporting by facilities which store hazardous chemicals in excess of the specified quantities to the state and local governments.
Mandatory Reporting - Each chemical storage facility located in Morton County that meet the storage thresholds are required to report annually to the ND Department of Emergency Services and subsequently to the Office of Emergency Management of the specific facility location, type and quantity of chemicals, emergency contacts and owner/operator.
Public Review - In accordance with SARA Title III, this information is available for public review at the Morton County Office of Emergency Management. Individuals/agencies requesting to review a facility's report/chemical inventory must submit the request in writing. Requests for review must be facility/location specific. After receipt and review of this request, the Morton County LEPC will schedule a time during normal business hours and staff availability for the requesting individual/agency to view the reports.
